1. Check on other existing custom URL database
2. Found the URL already configured in other custom URL database
3. Either remove the URL from the existing custom URL database and create new custom URL database or apply the existing custom URL database on policies

Solution

1 URL cannot be configured in different custom URL database, either remove the existing URL or apply the existing URL to policy
