[IAG] External data center upgrade error – caused by not running as an administrator

Problem Description

An error message is reported when upgrading the external data center, as shown in the figure:

Process——

1. The upgrade reported an error. Re-download the upgrade package, decompress and upgrade, but the error still appears as shown in the figure.
2. Run the upgrade package as an administrator and the upgrade is normal;
