【BBC】Template policy opening issue

Issue Description

When opening the template policy in NSF version 8.0.95, the following issues are encountered:

1. A session timeout alert appears shortly after the policy template is opened.
2. Accessing the template policy redirects to the NSF login page.
3. The template policy configurations are synchronized across multiple NSF template policies.
