【BBC】NSF template policy redirection issue

Issue Description

When opening the NSF 8.0.95 template policy encounter multiple issue as listed below.
issue 1: Accessing NSF template on BBC, redirect to NSF login UI instead of policy module.

Issue 2: Error message "session timeout" shown after template policy redirection from BBC.

Issue 3: Configuration between multiple NSF template policy syned issue
