Issue Description
IAG fiber module not showing the red light dot after plugged in.

Handling Process
-Changed another fiber module also same issue.
-ifconfig |grep HW did not show the info about issue interface "eth11" it means the eth11 is down status.

Solution
Disable the "Enable bridge state propagation" option, after that the light should showing.

Root Cause
After enabled the "Enable bridge state propagation" option, the single eth are not able to boot up, the sequence should be connected the cable first only enable that option.
