solution

In [Policies] – [Security Protection Policies] – [Botnet Advanced Settings] – [Configure Botnet Behavior Detection], check whether HTTP downloads executable files from unknown classified sites is checked. If this option is checked, the download of executable files from some unknown sites will be blocked. It is generally recommended to configure it as needed.
