【NGAF】Duplicate webagent and locally connected webagent

Issue Description

The NGAF unable received the VPN push down from the BBC where the error shows "Duplicate webagent and locally connected webagent".

Handling Process

Perform checking on the webagent configuration of branch and HQ and ensure the webagent address are not identical.

Root cause

The BBC detected the Branch webagent are same with HQ webagent which causing the VPN configuration will not be push.

Solution

Adjust the branch webagent to be differnet from the HQ web agent.
