【NGAF】Unable to move Network Security policies

Issue Description

The bottom Network Security policy unable to move up

Handling Process

1. Found that above policies named with "_site_"
   

Root Cause

Network Security policies named with "_site_" are distributed by BBC/CM which has higher priority than local device policies. It will show error when try to move local device polices above the BBC/CM distributed policies.

Solution

Local device policies has lower priority so it is unable to move above the BBC/CM distributed policies.
