【SCP】VM grouping logic after SCP manages HCI

Problem Description

SCP grouping logic:
[1] When adding a Resource Pool, SCP synchronizes all grouping information on the HCI. At this time, the grouping on the HCI is consistent with that on the cloud management system.
[2] New groups created on the cloud management system will not be synchronized to the HCI.
[3] After HCI is managed, new groups created on HCI or groups renamed on HCI will be synchronized to the cloud management system (in a 1-hour cycle or Sync Now).

【4】If a group is deleted on HCI, it will not be deleted on Cloud Management at the same time. If a group is deleted on Cloud Management, it will not be deleted on HCI at the same time.
