[SCP] After SCP upgrade, the Virtual Machine is busy when operating the cloud host
Problem Description
610R1 Environment
After upgrading from 587R1, the customer found that when powering on and off Virtual Machine on aCMP, the system would be prompted as "the system is busy, please try again later".
Not operating normally

Effective troubleshooting steps
Check that the network between SCP and HCI is normal, that HCI can be Licensing and logged in normally, and that the VM can be turned on and off normally on HCI.
I checked the portal-api.log and apolo-api.log of the SCP backend and found no obvious errors.



solution
We contacted R&D to confirm that this was because SCP enabled shutdown to not Allocate quota when allocating resources to Organization in the Quota. This feature has been removed in the new version.

As a result, after upgrading from the old version to version 610R1, an exception occurs and the Virtual Machine cannot be operated.
This problem can be solved by upgrading to version 620. Or you can contact Wankang R&D to modify the code.
Currently, this issue has been recorded in TD202009160943 for tracking and subsequent Service Pack processing.
