[SCP] SCP cannot send all Licensing to Hyper-Convergence

Problem Description

SCP cannot send all Licensing to Hyper-Convergence. For example, the ASV on ACMP is authorized for 14 CPUs, but can only be sent to 8 CPUs on Hyper-Convergence.

Check that the number of CPUs in aOC (Operations Center) is 8. Reopen aOC (Operations Center) to 14 and Licensing will be normal.
