[SCP] SCP Licensing to HCI Failed
Issue Description
SCP fails to distribute license to HCI, failed with a result of network connection error.
Error/Warning Information

Handling Process
- Verified that there is no issue with the network connectivity between HCI and SCP (Port 443, 4433, 4480 are allowed).
- Checking from the HCI backend, it is found that the HCI cluster has left SCP’s authorize control.
Command:cat /cfs/priv/sn/acmp_authinfo- Mode "0": not under authorize control
- Mode "1": still under the authorize control

- Proceed to change the authorize mode by executing the on master controller:
vtpsh set /cluster/authorize_mode --target_authorize_mode 1
After this, the authorize mode shall change to "1".

- Try to re-license again from the SCP, it should be able to apply the license to the HCI cluster.

Root Cause
HCI’s authorize mode has left the control of SCP.
Solution
Change the authorize mode manually.
